Brief Introduction
Since the turn of the 21st century, land-based economic development has reached its limits, highlighting the untapped potential of marine resources. This shift has brought land-sea coordination to the forefront as a crucial interdisciplinary field addressing the challenges of coastal regional development. Within this context, Liu Dahai has made significant contributions, publishing over 200 papers, including more than 20 in high-impact journals such as Communications Earth & Environment and Land Use Policy. He has led over 30 major projects, including those funded by the National Social Science Fund. His accolades include titles such as Chief Expert of Major Projects of the National Social Science Fund, Young Top Talent of the National High-Level Talent Program of the Organization Department of the CPC Central Committee, and Young Scientific and Technological Talent of the Ministry of Natural Resources. His research has substantially supported the sustainable development of China's coastal zones, yielding notable social and economic benefits.
Driven by the goals of development, protection, and carbon sink, Liu has integrated natural and social sciences to create a comprehensive and detailed coastal carbon sink accounting system, now widely implemented. Notable achievements include: ① Compiling China's first comprehensive marine carbon sink standard, the Marine Carbon Sink Accounting Method; pioneering whole-chain technologies for coastal carbon sinks, such as the three-level carbon pool system, the chart-value accounting method for coastal carbon exchange, and the carbon stocks-carbon increments-value accounting list. ② Serving as a key member of the expert group for the Marine Blue Carbon Technology Roadmap under the Ministry of Science and Technology, responsible for integrated coupling technology of marine blue carbon. ③ Establishing a quantification and spatial technology system for coastal zone resources and environments, utilizing spatial data mining - spatial comprehensive assessment - spatial pattern optimization, and demonstrating the positive impact of ecological restoration on soil carbon sinks.
Liu aims to address technical challenges in holistic land-sea spatial planning, developing systems for the coordinated use of marine spaces and coastal zone control. ① He led the drafting of the marine section of the national guideline Guidelines for the Preparation of Provincial Territorial Spatial Planning, participated in legislative efforts for territorial spatial planning, wetland legislation, and maritime law revisions, and submitted legislative proposals on coastal zone management to the National People's Congress Environmental Protection Commission. ② He has organized and executed multi-level marine spatial planning practices nationwide, including regions (Yangtze River Economic Belt), provinces (Shandong, Guangdong), cities (Qingdao, Yantai, Zhoushan), counties (Rongcheng), and districts (Yazhou Bay).
