New Challenges, New Opportunities, and New Actions - Representatives of Haide College Attend the Joint Conference on Sino foreign Cooperative Education

The eighth annual grand meeting of the Joint Conference of Chinese and Foreign Cooperative Education Institutions was successfully held in Chengdu from October 17 to 19, 2021. Qin Shang, Secretary of the General Party Branch of Haide College, Ocean University of China, led a team of four to attend the conference.

This meeting was guided by the Department of International Cooperation and Exchange of the Ministry of Education (Hong Kong, Macao, and Taiwan Office), organized by the Joint Institutional Meeting, and hosted by Southwest Jiaotong University Leeds College. Yan Bingchen, Deputy Director of the International Department of the Ministry of Education, attended the meeting and gave a guidance speech. Mao Dongmin, Director of the Foreign Education Supervision and Education Department, Gao Qiong, Deputy Director of the Certification Department of the Study Abroad Service Center, and Chen Chaoxian, Deputy Director of the Sichuan Provincial Department of Education, also attended the meeting and gave a work report. Zhao Yanzhi, President of Shenyang University and Secretary General of the Institutional Joint Conference, also attended the meeting. More than 280 relevant personnel from nearly 130 Sino foreign cooperative colleges and universities across the country attended the meeting. The representatives focused on the theme of Sino foreign cooperative education in the post pandemic era: new challenges, new opportunities, and new actions, jointly promoting the high-quality development of Sino foreign cooperative education, and deepening the opening up of education to the outside world with greater efforts and innovative measures.

Yan Bingchen, Deputy Director of the International Department of the Ministry of Education, gave a guidance speech. Firstly, he fully affirmed the important role played by the Joint Conference in consolidating the strength of Sino foreign cooperative education and improving the quality of industry education. Secondly, he analyzed the connotation and development status of Sino foreign cooperative education from a perspective of three stages and three overall plans, and clarified the main position of secondary institutions in Sino foreign cooperative education. Finally, he proposed several key points for the future development of secondary institutions: focusing on grasping demonstration and leading high standards; Focusing on integration and innovation, creating a high-level teaching staff; Focusing on solving difficult problems and deeply considering the certification standards for Sino foreign cooperative education in the post pandemic era; Efforts will be made to explore innovative measures for spillover effects. He emphasized that secondary institutions should take on the responsibility of providing exemplary and leading experience for the construction of high-quality Sino foreign cooperative education.

Zhao Yanzhi, President and Secretary General of Shenyang University, reported on the work of the Secretariat and emphasized the future development plan of the Joint Conference. He pointed out that the Joint Conference will continue to expand its influence, establish a team of experts, promote typical examples, jointly carry out academic research, support the construction of Hainan International Innovation Island, expand the scale of the Chairman Unit, and complete the 2022 Chairman Unit election. At the same time, he announced an important achievement of this conference, which is the achievement of the Chengdu Initiative - a joint initiative between China, foreign countries, mainland China (mainland), and Hong Kong, Macao, and Taiwan cooperative education institutions, to further play the exemplary and leading role of the joint association, consolidate common goals and concepts, and promote the high-quality development of Sino foreign cooperative education.

Next, four representatives of Sino foreign cooperative colleges and universities delivered keynote speeches at the conference, sharing excellent educational experiences. Zhu Dijian, Secretary of the Party Committee and Vice President of Shenzhen Beili Moscow University, based on the school's educational practice, proposed to make full use of the Sino foreign cooperative education platform, cultivate new opportunities in crisis, and open up new opportunities in changes; Lu Linrong, Vice Dean of the Joint College of the University of Edinburgh at Zhejiang University (in charge of work), shared new models of cooperative education such as cooperative projects, blended learning, and Sino foreign communication, which strengthened the confidence in running international education well in the post pandemic era; Guo Li, Dean of the International School of Beijing University of Posts and Telecommunications, introduced her practical experience in running schools from project development to institutions, advocating for high-quality Sino foreign cooperative education to cope with the big exam of the epidemic; Jin Zhongmin, Dean of Southwest Jiaotong University Leeds College, shares the path to enhance the connotation development of Sino foreign cooperative education from aspects such as doing a good job in first-class party building, exploring educational and teaching methods, and improving the quality of talent cultivation.

Mao Dongmin, Director of the Education Department of the International Department of the Ministry of Education, gave a concluding speech. She emphasized that in the face of new situations and opportunities, the joint meeting should better play a leading role as a platform in the following aspects: firstly, to gather new consensus and adhere to the original mission of cooperative education; The second is to condense new connotations and clarify the core essence of high-quality development; The third is to explore new paths and practice the development concept of integrated innovation; The fourth is to contribute new wisdom and pragmatically promote theoretical and political research.

On the afternoon of the 18th, four thematic sub forums were held in parallel. The representatives conducted thorough discussions around four topics: High quality development of Sino foreign cooperative education in the context of the new development pattern, Challenges and opportunities faced by Sino foreign cooperative education in the context of the epidemic, Moral and Party building and curriculum ideological and political education in Sino foreign cooperative education, and Employment and Further Education in Sino foreign Cooperative Education and the Second Sino foreign Cooperative Education Employment and Further Education Work Seminar in Southwest China, Explore feasible paths for achieving high-level Sino foreign cooperative education development in the new era.

We have gained a lot from this study. We have understood the instructions and requirements of the International Department of the Ministry of Education on Sino foreign cooperative educational institutions. Thank you to other Sino foreign cooperative educational institutions for their unreserved sharing, providing Haide College with the opportunity to learn from their successful and valuable educational experiences. Under the cohesion of the Sino foreign Cooperative Education Joint Conference, the foundation has been laid for further strengthening the connection and cooperation with other Sino foreign cooperative education institutions. Faced with unprecedented changes in a century, as well as changes in the epidemic and national diplomatic situation, Haide College is also considering how to turn challenges into opportunities, actively learning from other Sino foreign cooperative educational institutions, and striving to solve problems and move upstream. Haide College will carry forward the Chengdu Initiative, further unite and contribute to the high-quality development of Sino foreign cooperative education.
